Adjusting student number functionality

Ordering (start time, end time, event type, code) of events in the editor when overlapping

Revised way to paint events in editor and HTML reports to include events that occur partially in the defined time slot

· Configuration available to display in label and tooltip the number of occurrences of the event.

· Information by type included in the summary table of course unit occupancy listing

· Adjust XML_BTT_BC import to include all previously imported BTT_Id identifiers referenced in the new XML

· Set label to start importing XML events

Warn user of inability to evaluate neighbors in publisher when certain event is associated with another event (via "create offset event" feature)
